Is there a bug with Stormraider's right now?

Because I just watched a Darius run at about 1.5k MS after proccing it multiple times for over 4s. I feel like this is not an intended interaction.

Last I checked 40% of 300 is 120. Add in about an extra 30 (for his base 25 +5). And he should be at 450 without boots. Now add in boots and he should be at about 500+ but MS decays when it hits a certain point so about 500. I'm very confused at how he was running that fast.

Don't forget the bonus movement speed from Black Cleaver permanently proccing off of his passive
