should all items scale off champion base stats?

the introduction of item 3053 seems to introduce an interesting design concept. we have other items in the game that scale off the individual champions. most namely items that grant % base health regeneration and % base mana regeneration, and % attack speed. but this was the first instance of an item that grants a static attack damage bonus off a champions base ad.

the advantages of scaling items stats off the individual champions are obviously, that it allows for better tuning of the synergy between individual champions with an item.

no longer would a particular item have to be nerfed or removed because it synergizes too strong with a handful of champions, but instead riot could better tackle an overpowered or underpowered champion indivbidually by touching his base stats and therefor changing his synergy with every single one of his core items.

what would happen if there was no flat armor, mr, health, ad, mana, on items anymore, but only % increases off champion base stats?

the only exception to this would probably be stats like penetration, ability power, and critical strike.

If tank items did this then it would make it pretty much impossible to build defensively on carry type champions, would probably limit build diversity, same goes for the reverse, building offense on tankier champions to try to extend a lead.

I'm not sure I agree about better turning being a good thing if all items scaled off % base stats. With mana regen it makes sense because you're only gonna get one item and if you have excess regen, that's not impactful on the game at all. Health regen is ok because it's pretty worthless on squishies whether it's base or not. But if an AD assassin, for example, buys 4 AD items then whether or not they get way too much or way too little could be decided by tiny changes in base stats.

Sterak's works because you only get a single item affected by your base stats, and even then it's a tiny amount of AD, tiny enough that the difference between someone with high base AD and low base AD is pretty small. A full build with like 400% base AD in it would see a huge difference between high base stat and low base stat champions.

I imagine it'd also make tanks basically impossible to deal with in the mid game because their base defensive stats are so high and damage stats would take soooooo long to catch up with them with % scaling. And items designed to give squishies the option to build bulky would be impossible to make.

I wouldn't mind some items scaling off base stats, but definitely not all items. That'd be ridiculous for so many reasons.
