Vayne is still over the top with her early game, but she can be fixed rather easily with few small nerfs aimed more at her early game than her late.

-Revert manacost buffs on Q. -E applies a stack of SIlver Bolts only if target collides with terrain (eliminates the annoying AA-Q-E combo in early game and is rather meaningless change late when you use your E to peel and in that case you don't need a stack, or to stun in which case it is unchanged). -Reduce early levels AD bonus in R.

As for Jinx, I think she could use tweaks to her early game mostly too. To the people saying bullshit like her rockets having a ramp-up mana cost or being unable to crit, that would straight out kill her since using minigun in teamfights against competent players is suicide. I'd propose the following (not all obviously):

-Passive MS boost starts lower and scales upwards with levels. -Q rockets mana cost increased and mana/lvl growth increased. This is aimed to limit early game rocket poke while leaving her late relatively unchanged OR -Q rockets damage starts lower and scales with ult level. I'm not good at numbers, but let's take 95/100/105/110% as an example. This would help to solidify rockets as poke/farm weapon and minigun as a weapon for trades in early game. -Maybe make Chompers' root duration also scale each level. Again, this leaves her more vulnerable early-mid game.

Vayne can use a few more nerf's. In a skilled players hand she's a nightmare that won't stop. True hp% dmg,a short cd dash, movement speed increase passive, increased further by her ulti. Large AD scaling on her Q, further with the ad from ulti. A stun and knock back, not just 1 but both. Also a stealthed dash if her ult is active.

Oh and if silverbolts don't kill you, the auto from a empowered Q hurts melts quite hard. Honestly she's kinda of a big fuck you. Build hp, my silver bolts do %hp with no cd. Build armor, they do true dmg, hahaha armor!

They just need to tweak vaynes early game so its not as safe.

Her late game is how it is supposed to be(she IS a hypercarry) but her early game has become too safe.

And its not her kit that needs fixing its the synergy/powerspike she gets with BotRK.

I think Vayne's identity has always been a tank shredder, with the meta having been a tanky one she rose to popularity(more so than before). So changing her W isnt really an option. Her tumble could perhaps be increased in damage but make the cd more like her E? allowing for more time to punish her.

Another option could be she cant tumble when her condemn is on CD.

Regardless I think jinx needs to be tweaked too. The aoe on the rockets is fine, I dont care for the fact that the AOE can crit.

Neither champ is overbearing really, just a little strong in terms of early laning.

Edit: I realize I said it wasnt Vayne's kit that needed fixing but I went into what I thought could be changed since changing BotRK probably wont happen haha.
