@Riot Is Taric able to cast Bastion on minions?

On the champion reveal, none of his abilites mention a champion only limit.

On the PBE they do on Starlight and Radiance. However Bastion doesn't seem to have that limit, so Taric should be able to cast it on minions.

Considering what happened with the Morde rework, this doesn't seem to be a mistake?

Bastion is Champions only. Taric can self cast it though if he wants to get use out of the spell while alone.

Does Bastion act like Kalista 's passive where if you walk back in range it reactivates or do you have to reactivate it on a champion after being out of tether range?
