Listen to your Zed players, Riot
Redmercy and Azoh on youtube, and elispion on Reddit all describe his current state pretty well.
His outplay and mechanical potential is slowly being removed which sucks. Now he's trash tier, but giving him more direct, raw power in his point and click ult is not a good solution. Nor is it one that encourages counterplay. I remember I used to have a blast playing Zed because of how smooth everything in his kit felt. After the latest patch he feels awful.
If you want to nerf him, nerf the ball of stat free AD that his W gives. If you want to buff him, give back the ''exploit'' that was crucial to every Zed player ever's lane phase., or remove the .5s delay on his ult.
