I remember the reasoning for when riot scrapped fervor for PTA

The beef they had with fervor was that you could stack it on whatever champ and it still benefits against any other champ you fight against. It's just "a free stat stick with no thought on who you're attacking and how."

PTA was supposed to be a "healthier" version of fervor, because it would force users to have to target one specific champion and pummel them.

Not only is riot now recreating fervor with the proposed conquerer changes, but they're making it even more broken LOL. This is literally fervor with an added insane bonus of true damage and healing at max stacks.

More or less, yeah; but this is Riot trying to salvage Conqueror after it proved either niche (not many would use it) or broken (the ones who use it just do too much damage) and how it is a tank deterrent right now. My money is on it overlapping PTA and FF too much and getting rebalanced again.
