Tier 4 and under Mastery ratings should decay over time if you don't play a champion.

I have level 4 Mastery on several champions that I have no idea how to play. Like Ryze. Have only played him twice since his rework, don't really think I deserve a mastery badge for that one.

Just a suggestion.
