Only his passive and his W fit his theme and his R is shoehorned into it.

Maybe you should read his lore to understand his theme.
I feel like his entire kit fits his theme. Have you played him and heard him speak? Daisy is hi best friend, and he's her mama duck. Everything in his kit fits in some way if you actually know him.
Lissandra's passive and E doesn't make sense with her lore but Riot just put them there to make the rest of her kit viable and then balance then by giving her high mana costs.
