im pretty sure i know the reason why everyone is hating top viktor so much.

hes basically a ranged version of tank ekko with easier cc and more aoe damage and less risk.

while in lane almost no one who goes top can trade with him. with both the shield and speedboost (once he upgrades hex core) he can harass for basically free(because most are melee range or have to expend alot of resources to get close enough to start a trade) while also at the same time getting basically free klepto procs with the empowered fast boi autos.

while later on he will also have iceborn making it nigh impossible to catch him without a flash or several mobility spells (not to mention the amount of mana he gets makes the shield huge and the cd meaning its almost always up)

his w field also makes him harder to catch while also providing a hard stun (after a short duration being in it)

e gives him waveclear and half decent aoe damage. not really much other to say about that.

and his ult gives him some aoe burst thats actually quite high.

klepto also makes it quite frustrating to deal with him. more often than not hes going to get a sustain item(pots) which makes him even harder to deal with in lane.
