I mean, for being the most popular game in the world, and only having 2 game modes, One of them not really random due to ARAM accounts, its bumming
they dont actually have to spend time balancing, as they are supposed to be unbalanced and for fun game modes unless its some serious game breaking stuff
any more opinions on this?

Don't far less popular games have way more options and similar game times maybe 2/3 and still remain where you can actively find games? I feel as though the queuing system on league is bad and wonky. Sometimes I would find game after game so fast same roles then just after constant games with no long breaks I would get super long queues. And it's not like it was a popular hour either like lunch or dinner or bedtime for many people going to school. Then all of a sudden after that match or a few back to finding games much faster. This happened to me and multiple people I know and it wasn't my internet connection.
