ADC counter-itemization needs to be nerfed. That would control them.

item 3139 Offers everything an ADC needs defensively outside of armor. MR, lifesteal, cleanse. This would be reasonable if they gave up offensive power, but they don't. They get a massive 75 AD on top of that. Drop the AD to 35, maybe even lower, and drop the cost to ~3000 and it would still be a very powerful item. There's no reason such a strong offensive/defensive item should be this powerful on top of being so close to 100% gold efficiency without the active.

item 3036 This item alone is more powerful than Vladimir ultimate, and it applies 100% of the time. You basically deal 15% more damage against anyone who isn't glass-cannon (which means you could blow them up anyway). I really don't need to explain why this, at least at 15%, is absurdly broken. And it reduces bonus armor efficiency by 50% (which is also ridiculous) when combined with the armor pen mastery on top of that. If the damage were active, I could understand it.

item 3033 This item flat-out counters sustain-based champions. For 5 seconds, it inflicts Grievous Wounds on an enemy with ANY physical damage. 5 seconds. When they can spam auto-attacks. It either needs to be an active effect so it can't be spammed on anything in range without any gating, or the duration needs to be lowered to 1 or 2 seconds, since it can constantly and easily be refreshed anyway.

You get a sizable 40 AD from the last two items mentioned as well. Offense on top of offense. Just what ADCs need on items that should be built as counters and not a dedicated item in every single game...

While we're at it can we nerf:

item 3050 Either lower the crit (50% free crit is pretty absurd) or give some massive buffs to the AP side of it. Right now the AP portion is so weak that you might as well remove it.

item 3156 Aggressive assassins rushing Maw is basically something you can't deal with mid-lane as a mage, and its also a great defensive item for ADCs without really giving up offense, as it gives 55 AD and 10 ArPen. While the second passive is unique and fun to those who use it, it only pushes assassins to more frustrating levels for those playing against it, and make ADCs basically un-burstable...when that's supposed to be their weakness.

item 3142 Make it melee only, or at the very least, one of the parts of the active component. I know this suggestion would be highly controversial, but there's a HUGE discrepancy between the steroids melee champions have and the ones ranged champions have. This essentially gives ranged (which is a massive steroid itself) champions, another steroid on top of the ones Riot loves to throw on every one of their kits, which are often better than the ones melees have by a wide margin. Not only that, but movement speed is EXTREMELY valuable on them vs other classes, as proven in multiple metas, and this item only pushes the MS they get off of at least one of their items further. Such a huge offensive buy gives them a lot of safety and pressure at the same time, simply due to how ranged ADCs function.

ADCs get far too many freebies in their counter-itemization. They basically give up little-to-no offensive strength in their defensive items, and their offensive counter items aren't niche, they're must-buy in every game, allowing ADCs to out-class pretty much everyone without any significant trade-offs.
