What happens if a rioter gets rank 1?

I mean , for example what is gonna happen is riot phreak gets rank 1 on his server? we saw pros getting rank 1 , super junglers - mid laners and adcs getting rank 1 but we never saw a rioter getting rank 1

Challenger is just a points accumulation, it's not that you decay if you don't play one day, it's just that other players might pass you in points.
