Zilean needs a nerf

Zilean needs a nerf. I timed the cooldowns of this 65 minute game Every 1 second speed up to 749 movespeed or 95% slow, every 15 seconds, free Guardian angel, every 1 second massive aoe stun that also dealt as much damage as a nid spear, in an aoe that covers an entire lane's width
None of that is fair, or balanced. You can't catch him, you can't stick to him, you can't CC him, and you can't beat him. I've watched, and watched, and watched. He took an inhibitor by > stun, speed me down, auto, speed him up, stun, auto, speed me down, stun, - wash, rinse, repeat.
I am very frustrated by the inability to counterplay, as a full build renekton with Boots of swiftness/merctreads/ninjatabi (tried all 3) with alacrity, Black Cleaver Steraks Gage Thornmail Rnaduines Omen Sunfire
He literally played ring-around-the-rosie with me until he took our inhibitors, and when it came to a teamfight, he had so much disengage that you couldn't bother to engage. We had the better team comp, we won almost every fight straight up. Except each of his team mates gets an extra life. Rarely did we actually get an ace because 749 movementspeed + aoe stun = unbeatable
