Why is Brand allowed to have 3 AOE spells and no utility?

I took a look at a thread concerning mages and how they were too op. While this isn't always true, I do have a problem with Brand. He's the only champion that has 3 AOE spells and one skill shot with absolutely no spell that gives him an indirect passive or utility that can be toggled on and off(Cho'gaths Vorpal Spikes and Annie's molten shield come to mind)? It might just be me, but I by no means think any champion should get away with this much burst in one rotation on top of his insane damage.

Brand might not be able to 100 - 0 people like Annie but he has more range and more health for it. The problem is, I don't know any champion that should have 4 spells that can inflict serious damage.

Only his W and ult inflict "serious damage. He is immobile and has no damage mitigation. This is why he is balanced. If he misses his stun when he is engaged on, he is most likely dead unless he is extremely fed.

This. If he's out of position, there are times when Flash doesn't even save him. His major weakness is if anyone is remotely fed, they can usually blow him up. Not just assassins, I mean anyone.

That's kinda what Brand is designed to be. An AoE fire mage.

He was originally a midlaner. But people play him more as a support now.

The fact, that Brand has no utility, while his kit is overloaded with damage.

Why does he need more utility than the one stun he already has? Would making his Pillar of Fire slow somehow make him healthier to you?

He has a stun with his Q and the fact he has this much AOE gives him a lot of utility when he buy his rilay.

Kat's only ape damage is her ult and passive

He may have a lot of damage, but he has no escape or utility. Not to mention he's fairly squishy with 0 defensive abilities other than a skill shot stun that requires a previous ability to hit.

He's insanely easy to catch/shut down in high Elos. If you nerfed his damage without adding something else to his kit he'd be useless compared to tier 1 mids. Any assassin can one shot him mid-late game if he posistions wrong.
