Why does Diana's ult no longer reset if it doesn't connect?

If you do literally anything that stops her from connecting, it still consumes the Q mark, but she doesn't get a reset. This includes using any movement ability (Flash, dashes, etc.), invulnerability, or CCing her mid-dash.

This is pretty game breaking.

The wiki says that ulting a target afflicted with Moonlight consumes the debuff and resets the ult. There's no verbiage about "consumes the debuff, and then, if the ult is successful" or whatever. The detailed info says that interrupting the dash (with e.g. displacement) doesn't stop the CD from resetting. If the debuff is being consumed without resetting the ult, that definitely sounds wrong.

This happened with the change to stop her triple ult bug 2-3 patches ago, but given that it hasn't been fixed in the recent patch, it seems like it's intentional.

Diana's just a boring stat-check anyway. Nobody really likes her being in their game, really.
