Chuck Charles3 voteswith a point and click CC stun, no she doesnt. even with no items besides a doran rings and scaling ap blues/quints, at level 6 she can 100 to 0 anyone with 70% ish health. assuming she has ignite and they dont have barrier/heal. not joke. she is the ultimate burst mage and nothing more and nothing less. Veigar is better in almost every aspect, but annie spikes significantly sooner than he does.
