Why hextech crafting system is counterproductive to new players

New players want to discover the game aka play champions on the rotating queue. But at the same time if they want to open chests to craft champions and skins, they need to use the champions they already bought or else they can't receive key fragments and chests. This is basically say if they want to get new champions and skins faster they have to spam a random 450 IP champion they just bought and don't necessarily even like. This is fcked up imo

I think this is a problem, and not having a champion should not be a limitation to getting new fragments and chests.

Remember that you have to get S-ranks to earn chests. New players aren't very likely to earn those quickly.

The hextech crafting isn't just about skins tho, you can receive champion shards and turn them into champions without having to spend the IP which helps a ton, specially if you're actually learning, and understand that when you reach level 30 you are required to have runes that are kind of expensive

Yes this is mostly what is the matter. If they want to get champion shards they have to spam on the low champ pool they have instead of it working on the rotation champions.
