Probably, possibly both. Yet Riot will continue to nerf his HP build if they ever fall back into viability. (Because SV as a first item rush, invalidated all AP matchups)

I think the idea behind the changes was for the Magic Tanks who lost a lot of their mana sustain, due to the doran ring nerfs. (But here, have a catalyst item that's actually decent on Tanks)

Not typically. Unless their team has 3-4 AP, it's almost always better to just go for AP items on him. Yes, the extra healing is nice. But, you get extra healing out of building raw ap and it also boosts the healing you get when missing health.
