I'm always curious about taking Distortion with a single 'travel' summoner. I usually get distortion if I have TP/Flash but that's rare and I'm yet to convince myself it's worth it just for Flash (when I could have Captains or Alacrity)

Having said that I absolutely love the new item 3158 with the 10% summoner and they're my new boots for Lux instead of item 3020 .

You get distortion when you're playing a champ that needs flash up to make plays. Annie and Galio would be good examples, because a lot of their playmaking potential relies on flash ulting, which means you want flash up as often as possible.

I do it when I'm supporting. Having flash up on support makes things a lot more interesting for a fight. I find they're far more valuable than Alacrity boots, and while Captain boots are a bit more of a niche choice imo.

At 7 minutes I might stop taking it on Leblanc.

At 10 minutes I might consider alternatives for champions that don't synergize with it.

At 20 minutes it becomes the new clairvoyance.

To actually answer the question, yeah I would still take it. As long as the only change is the extra 60 seconds it's still far too useful to not have, even if it's available slightly less often. It might be a reason to change some of my masteries and give more champions the 15% summoner CDR, or work item 3158 into some more builds but that'd be about it.
