Why do people pick Leblanc into Annie?

because she has the mobility to escape, she can shove a lane hard, and then she can also get easy roams and ganks with said mobility. Annie's ganks are semi telegraphed. as long as you get even a glimpse of her you run away. If she doesn't have flash then she has absolutely no way to close a gap at all.

Plus if you shove the wave at annie and you see he chuck her stun at the minion wave to clear it, you go in and burst her, though technically this applies to any mid-laner with a gap closer playing against annie.

People complain about annie's stun all the damn time, but considering that it's her ONLY form of CC and that she HAS to share it between all her abilities and then after using it she HAS to charge it by sing 3 more abilities, if shes forced to spam abilities to charge it she's going to go OOM very easily early game. A good annie knows that if she's going to chuck her stun on a minion wave that she should use Q from a good distance to last hit potentially as soon as it comes off cooldown, trying to save the E buff in case they try to dive you instead of using it as a simple stun charge.

Maybe it's just me, but everytime a Leb can go in, is between the levels of 1 and 2...and even then, if I have my spells ready, she'll take a blast back. Especially if I have my stun. I'll most likely have a stun up or close to one, otherwise, why would I stand in her hop range?

Is it a skill matchup? Or is it a kind of...Twisted Fate matchup? Where he (and she) just shoves wave and roams? Cause for the most part, Leblancs just try to assassinate me (and fail) and don't really end up roaming at all. Sometimes they don't even make an Abyssal for me so I end up dealing true damage if I have one with my boots.
