Passive:

Vayne ruthlessly hunts EVIL-DOERS, gaining 30 additional movement speed when moving towards the enemy champion on the highest killing spree.

Silver Bolts are changed to True Damage against this target as well.

W - Silver Bolts:

Changed to 20/30/40/50/60 +4/5/6/7/8% of the targets max hp in Magic Damage

That is a shitty comparison. Garen got much higher damage and bonuses against the Villain while staying the same otherwise. "Giving Vayne the Garen treatment" would be adding, say, 2x normal true damage and passive bonus against one champion and otherwise leaving Vayne the same.
