can we make it so draft requires lv 20 or 30?

i don't see the point of throwing people are lv 13 in with people are in gold or plat, no keystones, no runes, maybe like 40 games against people who could have well over a 1000? how is this fair at all? is normal blinds like this to? because i know you use to get paired with people around your level in normals.
