So you would activate it on a target. It would give you +15armor/magic pen to that target alone. He will not have his armor/mr debuffed to everyone like abysal scepter/blackcleaver/wits end do. Only to you. active could be titled Hell Bent or something to indicate that you are determined to go after one character. the enemy would have like a mark over their head like a shen q. Letting them know they'd better back off. It would last 4 or so seconds

could be flat pen or if riot is feeling adventurous could be % pen or a mixture of both.

I think you are misunderstanding something...

Both magic and physical penetration are your stats, not debuffs to be used on enemies (hence you can see your penetration when you look at the character info (button 'C' in game)). Armor/MR reduction is the debuff and it affects enemy stats.

Your penetration item would only add more confusion to an already confusing stat (at least for some).

Also, I doubt that Riot will want to add another item that increases single target burst damage item (even though your proposed active doesn't seem to be nearly as powerful) after removing DFG.

Three years. You've been obsessed with this abysmal concept for 3 years.

I mean, I have to give credit where credit is due. Your persistence is admirable. Just not your ability to read the myriad of reasons this is, always has been, and always will be a terrible idea. The existence of Zz'rot Portal as the second hybrid defense item in the game doesn't change the fact that it is currently far, far easier to defend against a single type of damage than two types of damage, which is the inherent strength of all hybrid champions.
