"If Ninja Tabi is getting nerfed, than why is LW, Black Cleaver, Lethality getting fine?"
Well, I don't know, maybe it's because LW, Black Cleaver, and Lethality aren't powerful on their own. Rushing a LW first thing isn't going to do anything for you. Black Cleaver is already a first buy, and usually the only offense Juggs build, but they stack defense after. Lethality is meant to be built first, and then stacked. You need multiple AD items for LW to be effective and you need multiple Lethality items for you to take out a large portion of Flat armor.
Ninja Tabi's don't have any build up. They're simple "Buy and be efficient". Ninja Tabi's instantly take out 30 Lethality, and 12% of any Auto attackers damage, without any actual effort being put into that being made effective. The effect isn't small and built up through buying more Armor, you become instantly harder to kill just for 1,100 with no actual effort being put into that. You NEED more Lethality for Lethality to be good, you NEED more AD for LW to be worth a buy.
NO, Tabi's being too good does not excuse the current state of Armor Pen in the game, but they can not be compared. Tabi's is a one buy wonder that gives a lot for its price. The other items listed require more than just a single item to be considered worth the buy, save Black Cleaver, but that's a Core item for a reason.
If you watch the Pro-games where they're all building Tabi's, it's more than just because Lethality. They're building it to counter AD as a whole, not just the specific Lethality users.
have always been stupidly powerful. In top lane this is both the easiest way to itemize against an AA champion, as well as the easiest way to snowball against AA champions. It was always a very strong item to build, both when ahead, and behind.
for general anti cc use. Tabi means you don't have that
