Numbers tweaks aren't gonna fix support lux.
You're not going to fix this champion with numbers.
Numbers will make her broken OP or absolutely unplayable. Numbers aren't the problem. The problem is her garbage ass hit boxes, her EXTREME safety for a burst mage, and the reliability of her kit to get the job done with very little effort.
And its not even 100% lux's fault, actually - its the ABSURD amount of damage in the game right now, too. If she lands 1 Q out of 30, you're still dead.
Paired with an aggressive ADC, support lux is absolutely MISERABLE to play against. Bot lane becomes Matrix bullet time dodge city. You just spend the whole lane trying to dodge Lux's MASSIVE E (that has a reasonably low cooldown and low mana cost, and is nearly impossible to dodge before you buy boots) or her weird, wonky-ass hitbox Q that curves after hitting minions like something out of the movie "Wanted"
Trade back? HA! What trade back? She's got a shield that basically stops all incoming damage levels 1-4. And by then you're so fucked in your lane that it doesn't matter that the shield starts to fall off A LITTLE BIT, but not much.
If you get hit by her E (which is nearly impossible to dodge without boots) you're pretty likely to get hit by her Q right after, and with Champions like Lucian, Sivir, Draven, Jinx, Caitlyn, etc. that can just follow up with CC or lethal damage in .0002 seconds, you're just fucked if you get hit by LITERALLY anything. Even if she misses 80% of her skills, the 20% will insta-drop you if her ADC has even half a brain.
So yeah, then you get boots and you can dodge a little better, but you've been put so far behind dodging a million CC's levels 1-3 or 1-4, that you've basically conceded the lane and are down 10-20 CS by now, maybe even a level if you got poked enough to have to base. You're already behind. Maybe irrecoverably behind. At any rate, its an uphill battle basically no matter what because lux exists in the game.
Even if the lux is absolute garbage and couldn't hit the broad side of a barn -- eventually she'll get lucky and tag you and you're just instantly dead, or at least too low to contest the lane.
And once she hits 6, forget it. You're just done. If ANY CC lands on you AT ALL -- be it from the ADC, the jungler, or lux herself -- you're dead. 100-0, guaranteed. And its not lux, really. Its the combination of the initial CC tag, + Lux's kit, + ADC's kit, + Jungler's kit + Lux's ult, there's just nothing you can do about it.
You might say the same about maybe Morgana, or idk... annie... not that anyone plays annie -- but basically "What about any other champ that has a root or stun?"
Other champs that have roots or stuns don't have abilities that will literally curve to hit you, even though you were NOWHERE NEAR the hitbox (except maybe bard? but bard sucks ass)
Other champs that have roots or stuns don't also have highly damaging burst potential through the rest of their kit and their own empowered auto attacks.
Other champs that have stuns or roots don't have a 1/2 lane-wide pool they can leave on the ground for 30 years to zone you off CS.
Other champs that have roots or stuns don't also have a fucking 40 second cooldown ult that's nearly impossible to dodge without flashing, zhonyas, or a fairly lucky predict. (oh and by the way, she can hit you with it from a screen and a half away)
Its not her damn numbers. Its her fucking kit. And the absolutely stupid damage being pumped out right now across the board doesn't help matters any.
So stop nerfing her, stop buffing her, and figure out how to fix her cancer champion kit.
"Oh but her win rate"
I dont give a shit about her win rate. This is the old Zoe argument. "Oh her win rate is bad so clearly that means she's not absolute fucking cancer to play against"
Yes. Yes she is. Win rate or no win rate, this champion is just the pinnacle of unfun to play against. And maybe its not lux at all? Maybe its just the ridiculous state of damage in the game? But that's not changing anytime soon -- so lets take a look at lux's kit.
"Modernize" i think is the cool buzz word Riot likes to throw around when they mean "Make old champions that are probably actually fine fit our new, shitty meta -- instead of correcting our course on the new, shitty meta"
Lets "Modernize" lux.
