Riot why are you buffing Warwick's Q again and not fixing his W?

Title basically says it all. The Q changes are not going to really help WW until late game where he already trends as doing well. Overall these Q buffs do not address his overall issues which are correlated to his W bugs which have been stated by many before me. Riot can we please get some context why these changes were made over addressing his bugs that would have probably given him the power he needed without increasing damage?
