Riot made a mistake, 110% instead of 11%
Surely Dravens axes are only supposed to be 11% of AD?

They don't think that permanently doing double damage is okay?

It's his attack multiplier and his reward for playing that damn draven minigame.
Almost every AD has some sort of basic auto enhancer that makes them scale really well off of items.
For example; Vayne deals a % of the target's max health in true damage every 3rd hit and her Q is both a repositioning tool but adds a % of her weapon damage to the attack again (up to 150% total damage at max).
Draven's is extra powerful because of all the extra work and risk involved with playing the mini-game of catching the axes.
does double damage simply by being close to you.
So yes, doing double damage is okay.
