Zilean; A New Passive, and Small Buff
Heightened Learning (Passive): Passive Ranks: @levels 1/6/11/16 Zilean gets bonuses based on what spell he used and how he used it:
If Zilean's Time Bomb lands on an ally unit, excluding himself, then his next basic attack deals 54(+12 per level)(+40%AP) bonus magic damage. Zilean's next basic attack within 1.5 seconds of using Rewind will send his target back to where it was 1.5 seconds ago. If Zilean speeds up an ally champion with Time Warp, excluding himself, then he gains 150/200/250/300 bonus movement speed for himself for 0.5 second. If Zilean slows down an enemy champion with Time Warp then his next basic attack against the slowed target will increase the slow duration by an additional 0.5 second one time. If Zilean uses Chronoshift on an ally champion, excluding himself, then he restores 0/200/275/350(+70%AP) health for himself.
Reasons to change his passive; in the past it was the most broken passive ever when it was global, currently it is still slightly broken but more so it has a lot of invisible power to it and feels terrible when you play as Zilean. So this new passive is to grant Zilean a very good feeling passive, a lot of decision making can be made here, and add a whole new element to play Zilean. Also playing against Zilean with this passive has obvious moments of power for what he just did rather than being 1, 2, 3, or more levels ahead for doing pretty much nothing and there is no real way to play against other than hope to reach level 18 to neutralize the passive.
Time Warp (E): Haste/Slow increase to 52/64/76/88/99% [from 40/55/70/85/99%]
The old haste/slow used to be 55% for 2.5 seconds - the new one is 40% for 2.5 seconds for rank 1 - and for later ranks the duration will go up. This change is simply placing the rank 1 spell closer to what it used to be since 40% just feels slightly weak especially since this spell is utility only.
Hope you appreciate the ideas! ~ Stacona
