Having her mana regen only be buffed below 50%, is poor. Simply because you will still bottom out in the jungle and be unable to apply any pressure to lanes regardless of health. Mana cost reduction on her Q would go a long way.
The on hit change also does not help evelyn. She does not typically.build on hit items, and those on hit items she would build will o nly proc once and not twice due to h r icd.

On hit was never strong on her because she relies on her abilities to do.most.of her damage. That is why she doesnt build on hit items, she builds items such as warrior oe brutalizer or gunblade.

Correct, but if we're looking at it statistically, thoe are the points where her mana regen is considered "better". Which is stupid really, no spirit stone means she has no means of regaining her lost mana in an efficient way anymore.
