outside of outliers bloodrazor is still pretty garbage
I don't really know what more to say about this. And even with of the outliers they have roughly equal if not better performance with other options.

Outliers AND Bloodrazors are the issue
It's like saying "outside of 
or any on-hit champion, 
is the issue, look if I build it on
