After the Freljord event, I've not seen hide nor weird boomerang shaped head-dress of her.

She gets outclassed by other midlaners like Viktor, who offer the same things she does (fantastic waveclear, AoE CC and damage) from further range and safer. Lissandra top isn't bad, but there are other CC-heavy magic damage tanks out there (looking at you, Malph/Mao/Shen).

I find Liss to be a very reliable mid, not really a countermid but a strong lockdown pick with decent burst and good sustained damage, and I'm pretty sure Vik outshines pretty much every midlaner because of his q doing up to 4 different things and then his w if used right, just usually does good but not necessarily.

Oh, she definitely fits very well in certain comps, (wombo combo, hard engage, split push), but fails hard in poke comps, since her only escape is also her longest range poke spell without minions nearby. I wasn't saying she SHOULDN'T be played more, just theorizing about why she ISN'T.

Viktor and Lissandra definitely don't do the same thing. Lissandras kit is far more proactive, although she trades raw damage for it. Viktor is strong no doubt, but he's not half the playmaker Lissandra is.

That's definitely true, what with Liss's strong gap closers and ludicrous CC, but they both fit into wombo combo teamcomps (Liss as the crowd control source, Viktor with his jaw-dropping AoE burst), and Viktor is generally safer in lane and in teamfights. Again, I'm not saying that Liss SHOULDN'T be played more, just that she often needs good communication and followup to work off of her initiation, and in solo queue, that kind of coordination is far from guaranteed.
