As it is now, 
will still get her extra AD and range on abilities for the remaining 15 seconds regardless of when she uses Wind Slash. Given that Wind Slash is supposed to be used as a finisher, I feel like it should "consume" her ult buff when used.
Thats not the problem at all with her kit, so i feel like nerfing that wouldnt be enough and then we'd call it ''enough''..

It's really funny how Riven isn't even in the Top 10 most banned top lane champions but you people are always complaining about her. She's also only 8th in win rate. No one bans her, but then you want to turn around and complain how "not fun" she is to play against. I don't think the problem is Riven, seems like the problem has something to do with you people. Obviously she doesn't need nerfed if you don't see her as a big enough threat to ban her. There are literally 8 Top lane champions that have over a 20% ban rate, with Yasuo and Aatrox being around 40%.
Oh and if you don't play Top, you shouldn't even talk about champions related to it. There's nothing worse than when I see ADC and Support mains complaining about Top laners. You aren't the ones playing the lane, you don't know how broken or not broken the champion is.
They need to revert the buff to her dashes. The reduced it's CD b/c they nerfed her E. Basically they said fuck you to the community and gave her more mobility and a little less up time on her shield. They really soft buffed her and tried to pretend it was a nerf...

That won't do anything. They just have to revert the recent changes, slightly nerf E CD and take out some damage from her passive and maybe even W. Thanks to conqueror she just deals too much damage early on and that shitty rune also gives her the sustain she lacked from the very start.
Biggest issues are passive damage, E CD (which was nerfed and is fine rn), conqueror.
That change sounds like it'd be inconsistent with similar mechanics, like Garen's Q.
I just want to point out that Riven's kit isn't a problem, and I just want the correct thematic which is: she reforges her sword to get the super kill. When she uses the super kill her sword breaks again. It feels right. I figure Riot will buff her somewhere else if they did this.
I don't know If it would work out. Maybe make wind slash non finisher move, with a fair dmg when opponent got any % of hp and later u can just delete her R blade.
The problem is still conqueror... it needs to be changed so it doesn't stack more than once from the same ability within 5s, like how it does for damage over time abilities. That'd give them room to fix it for champions who can't stack it that way, too.
I'm a simple plat pleb but in higher elos Riven is absolutely broken. All Riven masters have like over 60% winrate with her it seems. The Q buff really helped with trades too. Once Riven gets some CDR she becomes almost unpredictable with her Q's and high elo players abuse that power all the time. Maybe revert that Q buff?
