Can we get The Leviathan back as an item? Here, I even made stats for you

The Leviathan | 1400 Gold > +200 HP (+40 Per Stack, max 1000) > UNIQUE Passive: Grants 40 health per stack. Grants 2 stacks for a kill and 1 stack for an assist. Grants 10% true damage reduction at max stacks. Half the stacks are lost on death.

This would make sense now. It was removed earlier because it was really niche; A tanky snowballer? Who heard of such a thing!

Now we have Skarner, Darius, Garen, Cho'Gath, Rek'Sai, Irelia, etc. This item would make sense in the current Meta, and the Passive at max stakcs would be useful to counter Vayne and Fiora, which are dominant in the current meta.

The problem with Leviathan that prompted its removal was the fact that the condition for its holder losing stacks grew harder and harder with each stack they had, making it too snowbally of an item. Sword of the Occult and Mejai's Soulstealer don't have this problem, since their holders only gain offensive stats upon stacking it, and are not too much harder to kill (for most champions, at least).
