In general, why not try to balance champions in a system of shifting key points of power?

Normally balanced occurs in a standard of "if it's meta and strong, nerf it." or "if it's not meta and weak, buff it."

Well, why not shift power around from where it's abused rather than directly nerf it? Yes, in some cases a direct nerf is better. However, I feel like shifts in power within the kit rather than direct changes in kit power could do much better in the long run, since it would adjust playstyles and help to bring out certain strengths and weaknesses in champions.

For example, is there's a skillshot ability that people see as far too bursty, say Lux 's E. Rather than just nerfing the damage, which could simply weaken her out of viability, you could reduce damage but also lower the cooldown and mana cost. It would change the ability from a "burst" to a more persistent use ability that has to be landed and used successfully often.

Because sometimes there's too much power overall. Ergo Azir and Kalista.

Because it changes the champion's identity, and low CD long range low mana cost medium damage nukes create yet another problem, one of there never being a point of weakness in between her combo.

Take Ziggs. He misses his main damage spell, his Q. You go in on him, right? But as you dissengage, he clips you with his Q again. He wins the trade.

Or even if he doesn't, he pokes you down with one more, and he wins the lane for now.
