Actually, a lot of late-game champions get free map pressure with their ultimates. Ezreal, Ashe, Draven, Jinx, Karthus, Nocturne, Twisted Fate, Xerath... Also, while the range might seem unfair, Gangplank does give up stuff for it. It's kind of hard to justify because every champion is unique and I can't simply say that "his stats aren't so good and his ultimate is slightly less impactful than other ultimates because of its global range", so you'll just have to trust me that he gives stuff up for having a global ultimate. He's relatively balanced, and even if he wasn't, his ultimate's range is not the thing to change about him.

For one, it is dodgeable, just get out of the circle.

He needs to farm a lot and in a specific way to access the full potential of his ult. He usually grabs the heavy utility upgrade last.

His ult scales with AP, which he never builds. ADCs have their ults only locked out with level and scale with their main damage stat.

All of these ults are dodgeable.

Her spears scaled with her primary damage state. GP's ult didn't.

That and positioning so that if he ults you, it is in a spot where ganks may not as easily occur.

Marksmen global ultimates are a lot harder to hit than Gangplank's, but they still can travel indefinitely. Marksmen are also just as "late-game oriented" as Gangplank. Also, there's no need for the caps.

...yes? I've seen intelligent players playing each champion, and I've seen not-so-intelligent players playing every champion. Gangplank is pretty hard to play compared to a lot of champions too, so I'd think it would be more likely that players who play Gangplank are smart.
