Even though that's literally nowhere in any tooltip description of Gangplank or Randuins Omen?

At least according to a GP main I just played against.

Crit builds are GP's whole thing, that's how you get the two shot barrels.

Yeah I guess it works for Anivia, too. That's just super unclear.
