Maybe she's not weak, but she's definitely not strong right now either... nor has she been strong the whole time up until now.

She got very strong mid-season 5. In season 4 it was Tristana and Kog'maw who wrecked (and Corki in competitive play).

Surprisingly, Jinx isn't that crazy right now. Her lack of mobility and burst in a bot lane meta defined by mobility and/or burst (not from the ADC but from the support) is a glaring weakness. She never gets a chance to snowball the way she used to in a slower paced bot lane. She doesn't synergize with burst or poke supports; she wants a tanky or peel support. But right now that makes for a weak lane that can be bullied and then snowballed on.

have never been WEAK to my memory, at least not for more than a patch (blitz had a rough time right when they changed his w, but even then it was minor because it was his least impactful ability anyway). I started in s2 so I can't speak for s1 naturally, and my memory is garbage. And even so, no champion is supposed to be weak. It just happens.
