Is Xerath better going full Magic Pen or AP?

I feel like the scaling on his abilities isn't as high as other mages and have been building item 3916 >item 3020 >item 3135 to try and do more "true damage" as early as possible. Is this ideal? What can I be doing better to maximize my damage out put?

If all you are caring about is your raw damage output, CDR max is going to boost that more than AP or pen, even on champions with high base damage:AP ratios like Cassiopeia. It is far from what you want for utility, but you asked about maxmizing damage output as fast as possible soooo

You can swap out the codex for item 3158 leaving room for more AP and pen after for a full build of

item 3285 item 3158 item 3157 item 3165 item 3089 item 3135

And with codex it opens a couple other options

No reason to build voidstaff until they have MR. Delay it if you can until its actually needed. Core is item 3285 item 3020 item 3916 in that order. Last three items are always item 3089 item 3157 item 3135 Deathcap as default first, Void staff if they have any MR at all, Zhonya's early if needed.
