Still no Minion based champion?
It's been suggested for years, a Champion that started as a minion and got sick of it so they became a champion for their people! I still want this.

Minions aren't canon in the universe so it wouldn't really make sense story wise. Neither is the term champion. And gameplay wise it could lead to gameplay clarity issues. At the very least I don't like the idea because there are more interesting ways to create an "underdog" character than taking the things we grind down to paste every game and trying to make it a Champion.

and get past 30 minutes.
The problem is, Summoner's rift does not exist in the Canon, and Riot exclusively makes champions with canon Lore so a minion-based champion will never happen for that lone reason.

And also for your suggestion I think its great like having the ability to buff/command minions for a passive with some other stuff that uses the utilities your base has

Minion based champion okay, I got one. This will be a melee champion.
Passive -- Give nearby minions a small bonus to health, armor, and magic resist base on level. You gain the same bonus based on the number of minions nearby instead.
Q : Passive - Gain 1/2/3/4/5 attack damage from nearby minions. Active - Nearby melee minions gain attack speed for 5 seconds. You sweep your sword dealing attack damage. Closest enemy champion hit take minion aggro.
W -- You firer a magic bolt that deals magic damage (attack damage based) and slows by 25%, nearby mage minions firer a smaller bolt at the same directed location dealing magic damage.
E -- Banner of Command item active.
