Remove Ryze's Ult Passive

It just makes it so he has less build paths to go. It's not even a good passive, it's just built in super CDR.

They actually stated themselves that it was done intentionally to stop him building CDR. They said Seraph's, ROA and Frozen Heart all being essential was something they wanted to change.

They added CDR on his ult passive so you couldn't build tanky items like frozen heart because he did ridiculous damage while still being tanky.

Technically he can still build those items, but just not get benefits of CDR from them.

Making Frozen Heart the best item on Ryze is not a good thing. Old Ryze was the tankiest hyper carry in the game because he could build basically full tank and 1 shot everything. Even if you took away the CDR on his passive he would still get full CDR anyway this just makes it so he can't become a tanky fuck and 1 shot everyone.
