A possible bug: Does Frozen Heart even affect pets?

Frozen Heart

I noticed that Frozen Heart doesn't affect attack speed of Illaoi's tentacles, nor the attack speed of other things considered pets: Malzahar's voidlings and Annie's Tibbers. Is this a bug?

It doesn't reduce the attack speed of enemy turrets either, must be bugggg

Stop being ironic, Frozen Heart was meant to reduce the attack speed of all enemy units, which turrets aren't as you cannot command them.
