I mean, Talon's E is mainly used (And maybe meant to be used) for its gap closer and the damage amplification you get from it. It's not really supposed to be a form of CC as far as I'm concerned. (It's also not a big deal. I play Talon a lot to a great success most of the time, even with the pretty insignificant slow.)

I think either of Cho'gath's cc should be considered.
