chilling smite buff against MS enhanced targets

so i'm fine with the 20% slow as it also boots your own movement speed. however ive found that if a target receives movement speed the chilling smite is feels underwhelming

What if chilling smite could apply a sort of debuff: Movement speed buffs are half as effective on chilled targets. (perhaps from outside sources only/aka ally)

or what if slow stacked with other slows but this stackage decays rapidly.

I think the chilling smite should steal from current speed possibly. So if you proc a ms buff then get smited, more speed is stolen. You'd also be even slower once the ms buff expired but smite debuff still was up. Would also grant more ms to caster.

Could make it a little too strong against champs with ms buffs and no dashes though... it probably needs a buff after the slow reduction mastery move though.

I'm pretty sure that slows are applied after all MS boost. Which means what ever MS boost they do have are also being slowed by that same amount.

That's what I thought too. I should test. Because it doesn't feel like it. I know 20% isn't much, still. I smited a target with sivir buff and couldn't get in range to e them with xin Zhao.
