i like these, much-needed changes

Wind2341 votesI'll take the nerfs to her E since everything else is getting buffed. lol They've said repeatedly that her E being the way it is makes it hard to meaningfully buff her, so taking some power out of it and putting it elsewhere is fine by me. I really like the lower CDs the most.
