This lack of catch up exp is brutal

My adc dies twice in the bot lane to nami cait w/e I never died and soaked exp and was level 9 by the time the entire enemy team was 12. Whoever gets ahead early, wins. No way to come back anymore. Can't even have semi fair fights due to lack of exp catch up. This blows
