Why is Bard allowed in Ranked?

His winrate is the lowest of any supports and it's pretty obvious why. He turns a 5v5 into a 4v6. He ults me and interrupts my ultimate. He ults me when I'm running so enemies catch up to me. He ults me when I'm chasing so enemies get away. This is whether he's trolling or not. He has a terrible kit and attracts trolls and bad players. His gameplay encourages abandoning his ADC to die. I'm going to have to just dodge every time I see one on my team if the team captain doesn't ban him. I've never won a game with a bard. This is coming from someone who doesn't even ADC. I can't imagine how awful it is to be a great ADC only to lose lane and die because Bard causes her to get killed.

This isn't a QQ thread, this is a very serious issue, at the very least it is in low elo. Bard and Tahm Kench cause you to lose games, intentionally or not. It's one thing when someone feeds or afks. It's another thing when they actively prevent me from carrying by disrupting me. Fix his kit, make him more viable and less trolly, or disable him from ranked entirely. This is absolutely toxic.
