What if Riot used a chart to determine nerf?

What if Riot used a chart to determine if a champion requires a nerf or not? This would prevent unnecessary nerfs and provoke nerfs that are clearly in need. Like for example, the charts can include just about anything a champion can offer and interacts with just about everything in the game. I would imagine listings would have power levels and a list of capabilities, below is an example of a few things that champions may have to benefit the game.

-Universal ultimates -Universal pressure -CC and all of the many different varieties -Damage output compared to the amount of CC applied through abilities -What a kit may offer a champion -Mobility should be considered a high factor into a champion, and if a champion does not have mobility-they should be stronger by default. -Gap closing that does not allow general movement but reactive and sudden change of positions. (For example, Zed shadows compared to having the ability to roam faster than other champion due to different build paths or just the champion at hand.) -Get rid of the general standard for movespeed? I mean, what if a champion like Nautilus was REALLY slow but very tanky? And a champion like jinx was very fast. -Any suggestions?

All of the capabilities each champion provides a team should be measured on similar levels and if a champion has a higher amount of capabilities, they should be considered weaker and pay for those capabilities. Example include Nautilus vs Lee, clearly Lee has an extreme upper hand over Nautilus because he can do so much more, however Nautilus could benefit from this with higher stats and generally being much tankier than lee, not only because of the items built but because of the champions themselves.

There's no way to chart such subjective things.

Why is that? Who has personal feelings?
