Why is gunblade still a hybrid item

This item has so much potential to be an ap bruiser item yet it's just a staple to certain hybrid champions like kayle or Jax or Katarina

Because:

There aren´t that many Hybrid Items anyway.(pretty much just Guinsoo and Gunblade)
This Item is supposed to be for Champions that don´t use Autoattacks that often or, for its passives
Imagine it not having Hybrid stats. If its AD only, and gives more AD to compensate its cost, Marksmen will profit off of it. If its AP only Mages can profit off of it. It´s good the way it is now, it fits only to a minority of Champions, gives good Stats for its cost, and its passives are satisfying too. And I don´t think its a Core Item on Kayle or Jax, they can do it without it.

Jax usually chooses between Gunblade and Bork.
