If he had the same base damage for 5 seasons and is suddenly problematic, then maybe the problem is something else. Obviously it's the mobility and stupid, snowball-heavy, gameplay. R from 220 to 165? Why don't you just delete the champion from the game. I can't remember the last time I saw an udyr at the top of the damage charts for a ranked game.
Are you going to shift power in to something else? He is only a 3-ability champion already.

it interfered with their shiny new kalista release. pick veigar, land the stun, no flashy mobility plays, direct counter measure to hyper mobile comps. boring late game team fights. widely favored to the one with the AoE stun.... (before this it was siege comp, poke/heal for forever and that meant veigar would just die, due to his low hp/resistances, even to a single gragas ult, nidalee spear, jayce shot.... literally anyone looked at him funny and hed be dead before the fight started, balanced)
