Would moving 10 of Ghostblade's Armor Pen to its active solve anything?

I mean, 20 flat Armor Pen passively on an item that's already giving high-end AD (the same AD as Infinity Edge for 400 less gold, in fact) plus CDR is a bit excessive. Plus, the active on Ghostblade is meant to be the "go kill someone" button anyway. Why not move some of that flat Armor Pen to the kill button?

I mean, this doesn't do anything to stop Lucian from activating it and Culling you to death with Cleaver, but still. (If you want to curb this, give Black Cleaver a built-in short cooldown for applying its stacks. Long enough so The Culling specifically doesn't stack it instantly, but short enough to not impede basically any other application of the passive. The Tiamat items actually have a short cooldown on their passives so that Shyvana's dragon Q doesn't proc them half a dozen times on a creep wave instantly, so there's precedent for such a mechanic.)

As a small example on the Cleaver bit, Garen at level 16 deals physical damage roughly ~3 times per second with Judgment. That's more or less how often a 2.5 AS champion can attack per second.

Physical damage DoTs are also generally once-per-second. There are three that I'm aware of, those being Talon and Udyr's Q's and Urgot's E.

At rank 1, The Culling fires roughly 6 or 7 shots per second. That's an instance of damage every ~0.16 seconds, give or take, meaning Cleaver gets fully stacked in a little less than one second of fire from it, assuming no prior stacks on the target.

why is armor pen considered excessive but 20% crit and 30% cdr on essence reaver is unmentioned...or 20% on IE with another passive of adding more to the crits you do, i don't understand why the whole gaming industry is so obsessed with armor stacking and will stop at nothing to destroy anything that can compete with it, it's like a hivemind of insanity where only their preferred method of being OP can exist.

I almsot would say make flat armor pen Unique for ranged would be the best option.

The issue is usually not them having a single armor pen item but 2 or 3 of them combined.
